That is, after we cut RC2 we should be *really* picky about what merges.
"Only cosmetic fixes" is one of the pickier policies; but as a rule, I'd
say operationalb bugs can still be fixed (assuming they don't de-stabilize).

Longer RC1 means we can maybe have a bit more faith in its stability;
it's not good in itself.  When 0.4 ships, it will by definition be
the current reference.  ;)
