You can find examples of small tcl procedures written to examine and manipulate peripherals, but it has never really taken off.
The long term goal/direction that it was agreed on was to add a http server in OpenOCD that would use the tcl as the scripting language to render the registers and allow manipulation. Possibly using javascript/java applets for fancier stuff.
