If I quit OpenOCD, I expect the target to stay in the same state as before.
If it was in reset, I expect it to stay in reset and not start some code
uncontrolled.

When you launch OpenOCD or any other software, they do not know the
state of your target .
When you quit OpenOCD or any other software, by default, you do not know
in what state to let the target.
That's why, by default, the Donlge must have all output High-Z before a
quit of OPENOCD!
