If you want to do it under XP, I recommend to use Cygwin MinGW-w64
cross compiler which is maintained by the MinGW-w64 project.

Or you can use TDM64. In that case, you also need a proper
MSys installation.

BTW, why not use 32bit MinGW compiler from MinGW.org? It
is quite to easy to setup with mingw-get. I do no think it will buy
you anything to use 64bit OpenOCD under 64bit Windows.
