You're right application scripting IS different from call routing which is different from describing hardware.
If I were to do this my way I'd use VoiceXML to build applcations and menue trees. But I'd keep informations about users, thier extensions, if call forwarding is enabled billing log and so on in a "real" data base. The PBX would use something like ODBC to access the database.
