The short answer is version 1 support isn't required
from my perspective. 

I am actually crafting a T.38 Gateway that needs 
to interwork with an incumbent carrier's T.38 Gateway.
As yet I haven't actually connected to it so I don't
know what versions it can support.

I am using OpenPBX to represent that machine until I'm
happy enough with my implementation to actually
connect to it. That's when I noticed version 1 wasn't
working.

So you are probably right in it only supporting
version 0. I just had to confirm if it was something
I was doing or not. 

Again, great work on OpenPBX. I was actually able to
find what I was after when trying to hunt down the
source of the problem. I can't say that about all of
the other apps I've ever looked at.

Thanks for reporting that. Can you tell me what you are using that 
supports version 1 or higher? The reason we haven't notice this bug is 
because most things today only support version 0.
