Because qt is a library and unfortunately has a nonstandard configation script, 
dependent packages correctly build only when they painstakingly do the right thing. 
Other packages which make assumptions about the qt installation (does it use GL, 
theads, ICE...) often break.

  scribus (hard coded hack works only sometimes)
  lyx (not sure)
  mysqlcc (not sure)
  as-gui (already correct)
  mico (already correct)

We can correct this inconsistent behaviour by packaging qt with a qt-config program. 
The qt-config program should pay attention to what qt picks up from the underlying 
operating system and X11 installation.
