Blessing ncurses in CORE dissolves the OS requirement of installing
ncurses-devel which was introduced by Linux. In the past, ncurses often
required uudecode from sharutils which would have been required
blessing, too, but was too much of a dependency chain. Now ncurses
didn't use uudecode for almost a year and even if this requirement comes
back than thanks to the miniperl shipping with the bootstrap we could
replace uudecode by a small Perl application.
