Hmm. Lets compare the URL from the spec file with Julien's vc.file change.

    2 http://www.cpan.org/authors/id/M/MI/MIVKOVIC/

I would like to adjust one or the other so that they are both in sync. It
seems to me that both URLS are valid. Lets have a vote to set a policy now. Do
we use author-specific URLs (2) or generic URLs (1)?
