I should have also mentioned that

1 This problem is not present when bootstrapping an instance for the first
time. I was able to lay a new /re instance fine. But when installing the
same version of OpenPKG as already bootstrapped, this problem appears.

2 You may ask, if this problem appears only when installing the same version
of OpenPKG as is already bootstrapped, then why can't we forget it (since it
makes no sense to upgrade a OpenPKG instance to anything other than a newer
   version)?

2a The answer is that the src2make script builds, installs, rebuilds, and
reinstalls, deinstalls, and then rebuilds the same packages over and over
again in a braindead manner. It will try to build and install an identical
version of OpenPKG as that of the already bootstrapped instance that it is
   using, for example.

3 Lastly, if a nonworking src2make script is an OpenPKG 1.1 showstopper, then
that implicitly makes this bug a showstopper as well. Sadly, because we
recently stopped storing old versions of current packages, testing of the
   src2make script is limited.

Regards,
Michael
