Well, we considered this too but after thinking twice we concluded that
this can result in serious problems. I don't know anything about the
native HP/UX package mechanism but in others like Debian GNU/Linux's dpkg
all files of an installed package are registered in some kind of database.
Now think about upgrading the bootstrap package itself (called 'openpkg')
using its very own upgrade mechanism. As a result all changes related to the
upgrade (new files, some others do not exist anymore in the new release,
different checksums, file sizes and timestamps, ...) are to be updated in
OpenPKG's own package database only. As the native package mechanism is not
touched in any way it will still only 'know' about it old installation.
Time after time, upgrade after upgrade, informations in both package
databases will differ more and more which is not a good thing. Thus we
decided to keep things as they are right now.
