I don't mind tweaking. I mind adding heuristic guesswork. There is already
too much of this in autoconf et al that we have to defeat when it guesses
wrong.
If you find a formalized way to make rpm aware of rebuild dependencies
that are independent of runtime dependencies... go ahead :)
