Well, we have PEAR in our "php" package under option "with_pear=yes".
AFAIK (but don't ask me more, I'm a Perl hacker ;-) in order to use this
PEAR stuff to correctly and conviniently package PEAR based things like
Horde or IMP the PEAR stuff in our "php" package has to be tweaking to
work similar to what we have in "perl-openpkg". Feel free to send us
a patch against the "php" package which adjusts its PEAR stuff so a
"horde" and/or "imp" package can be rolled based on it.
