Yes, sure. Or something similiar that feeds the browser using the HTTP protocol. One good step in this direction could be to structure the documentation so, that a top level index can be automatically generated (with tools provided by OpenPKG). And to supply all available documentation. Then everybody who wants to find something, learn more or to understand things better could just install a web browser and let it point to the top level index.
