"openpkg dev release" (aka "opd rel") is a wrapper around "cvs commit"
and hence picks up only those files which you previously added to the
CVS repository with "cvs add".

This is a known "problem" we are faced with since a few months: the FTP
service "picks up" the uploaded file and has to change ownerships. If
you upload again within 15 minutes or at the next day, there is never
a problem. The problem just occurs if you upload again with the same
filename after 15 minutes. Sorry, I've still no solution at hand for
this, but luckily this situation doesn't occur very often.

No, you did everything correct execpt that it looks like
you initially forgot the "cvs add interceptty.patch".
