When this happens on ftp from our own ftp server where I mirror the openpkg.org site, and have our local packages, the usual problem is that there are too many ftp users on the system. I usually find somebody who's started the maximum number of connections so add them to our list of denied IPs, kill their sessions, then restart the openpkg build.
