Just in case anybody runs into the same problem:

It seems that the already installed toolset was the problem. I installed the 
openpkg binary distribution for HP-UX and set /openpkg/bin as first item in 
my $PATH. Now bootstrapping my own HP-UX instance of openpkg works just 
fine.
