openpkg-import defaults to an empty package that does not
provide anything. Please try:
openpkg build -Dwith_mta=yes openpkg-import
This will provide 'MTA' and satisfy the requirement of your
other packages.
N.B. so far that is the only functionality of openpkg-import.
