Thanks.  In the meantime I've followed Adam Morley's tip and written a
small Perl script that  prefetches the RPM URLs from the "openpkg
build" output into RPM/SRC and modifies the output so that the
"openpkg rpm --rebuild" commands refer to the local files.

Except for the timeouts with large packages (this proxy server is
truly horrible), it seems to work reasonably well, but I look forward
to the more robust solution from Thomas.
