You should be specifying the binary protocol with ftp to insure that it doesn't do any text conversions. These files are all created on *nix systems so aren't polluted with Windowsish stuff. I have built a fair number of OpenPKG packages on OS X Tiger over the last year or so, most recently the current versions of Zope and Plone last night when I couldn't get the binary from plone.org to work properly on my PowerBook while preparing for the Seattle Plone bootcamp next month. There's a fair mount of fiddling necessary, including doing a wrapper program to allow it to see the system's gcc rather than trying to build the OpenPKG version (which could be my ignorance). Building with shared libraries is necessary for many (most) packages as OS X really doesn't play nice with static ones.
