The -D SSL option triggers a variable which is used in the httpd.conf file to
load the SSL staff. You can see this in the conf file where
<IfDefine SSL>
is located.

When you run apache as a service this option is not given and so the ssl staff
is not loaded. You have to comment out these lines in the conf file so that the
ssl staff is loaded regardless of this option
