At this point I'd say that Netscape is exercising a bug that only exists
in the Win32 implementation of Apache or mod_ssl (more likely the latter).
Netscape might be doing something wrong, but whatever it is doesn't seem 
to bother the Unix implementations of Apache+mod_ssl, just Win32.  That 
suggests that either a problem was introduced in the port, or maybe the 
port depends on some external DLL or O/S service that is misbehaving when
Netscape clients negotiate an SSL session.
