May I suggest Apache+PHP+Interbase.
See www.interbase.com and www.interbase2000.org

Now that Interbase 6 goes open-source and will be developed by the
community, you end up with a real industrial strength SQL server,
open-source, and without any royalties or fees for deployement. This product
is ported on multiple OSes, including of course Win32.

PHP4 already has an Interbase 6 interface.
And a new one, more complete is under development.
I expect to contribute the sources of that new Interbase PHP4 interface
somewhere in July.
