A fix for this has some dependencies on how AMF works today and probably some 
repercussions on NID spawned services.

The fix for this ticket would lead to a situation where an RDA callback with 
ACTIVE role will be delivered immediately after AMF had just delivered the 
csisetcallback for ACTIVE state, for the NID spawned services.

i.e.

Refer ticket #3028. We are talking about a situation where a controller node 
failover gets triggered When switchover is in progress and when AMF had swapped 
the 2N middleware components but had not yet set the RDA role; this situation 
will now(after this patch) make FM set(transition) the RDA role to ACTIVE.

Just a word of caution.

FM could distinguish AMF and RDA role to determine the need for a failover 
during the following to further sanitise the following swithcover scenarios 
when the previous active controller goes down:
- a switchover is in progress i.e. SISWAP OF middleware 2NSI is in progress
- a switchover completed, but AMF is yet to set the RDA role.
