It works fine (tested it for 2N). But this fix will not honor any 
dependency among components because some components may get restarted 
out of order in component restart
recovery and they will not be restarted again during surestart.  But I 
have checked the community, currently surestart does not honor 
instantiation level or csi dependency #315. So as of now this fix can be 
accepted. And fix of  #315 will take care of dependency problem for both 
admin operation and surestart recovery policy.
Can you please float this patch officially as version 2.
