imm:Failure in sqlite_step for pbeCommitTrans block new transactions
[#1580]
When sqlite3_step is failed in pbeCommitTrans, then there is a
possibility
of sqliteTransLock getting a higher values. This leads to pbeBeginTrans
will
fail always.
