I already mentioned one use case: a shell script calling the immcfg 
command from a loop. There is also another important use case: a buggy 
application. Imagine that an application by mistake creates a huge 
amount of CCBs. Since this new limit is global, the buggy application 
will now affect all other applications in the whole cluster. A variant 
of this use-case is an attacker carrying out a denial-of-service attack 
on the system by somehow (e.g. via NBI) creating many CCBs.
