The xml schemas for ETF.xml and campaign.xml are not maching (and has never
been matching).
-The component command arguments are mandatory in etf.xsd and optional in
campaign.xsd
-The component command arguments cardinality are different in etf.xsd and
campaign.xsd
-The sw bundle defaultCliTimeout is missing in etf.xsd.
This can be a problem when the ETF file is used as a base for creation of
campaigns.
