When a campaign is started SMF creates IMM objects representing the procedures.
If IMM times out during the campaign startup and the objects was not created,
it shall be possible to restart the campaign later.
The IMM handle was however not released by SMF as a part of the fault handling
so when the campaign is restarted creation of IMM handle will fail and the
campaign can not be started.
