When lock-in operation was performed, termination message was sent to
SU1,SU2,SU3 and SU4.
SU3 and SU4 moved to UNINSTANTIATED state.During this when SU1 and SU2 were
terminating, unlock-in operation was performed on the SG. Since SU1 and and SU2
were TERMIANTING, instantiate message was not sent to SU1 and SU2. So only
SU3, SU4 and SU5 were instantiated. As already discussed in ticket #493, chosen
assign logic does not contain the presence state check and during unlock
operation on SG all SUs are made inservice without checking the presence
state(#497), so assignment were sent to SU1 and SU2 though they are not
instantiated. Even though "/etc/init.d/opensafd status" shows SUSIs for SI1 and
SI5, actual assignment did not happen as not a single component is up in SU1.
Since #493 and #497 are still active and reports same problems marking this
ticket as duplicate.
