What happens is that the comp presence state fsm in avnd_clc.c ignores the
event 'RESTART' in presence state 'RESTARTING'.
Makes me wonder we/how events can be silently ignored in the fsm. Aren't all
unhandled events a bug?

If a comp crashes or does exit() without calling saAmfResponse(OK) then the
component presence state machine hangs forever in RESTARTING state.

very easy to reproduce, just put an exit() in the terminate callback and do
admin comp restart
