When dtmd fails to establish connection with the cluster, it has to report
failure to nid. DTMD does not seem to report any error now. Once IMMND times
out after retries OpenSAF start is reported as failure.

establish connection.

I tried this by bringing up PL-4 with slot id 3 when PL-3(slot id 3) is already
part of cluster.
