Passive monitoring can be started by any other component, returning ok in this
scenario is fine.

The configuration
An SG of NO_RED model , has two SU's - SU1 and SU2
SU1 has comp1 which is proxy - NO_RED model
SU2 has comp2 which is proxied. - NO_RED model.
Inside comp1 i.e proxy, if saAmfPmStart of the proxied comp is started with
SA_AMF_COMPONENT_FAILOVER as recomended recovery, the api should returne
SA_AIS_ERR_ACCESS but returns OK.
If this configuration is wrong, then in what scenario ERR_ACCESS will be
returned?
