Invoked the shutdown operation of SU brought up in 2N model.
1) csiset callback for component in active SU is received.
2) with out invoking saAmfResponse_4 , saAmfCSIQuiescingComplete is called.
3) shutdown operation proceeded with out any issue.
AMF shouldn't allow quiesingComplete to be proceeded with out the component
responding in quiescing callback with saAmfResponse_4.
But according to the spec, section 7.9.2 page 296
If the haState parameter indicates that the new HA state for the CSIs is
SA_AMF_HA_QUIESCING, the invoked process must notify the Availability Manage-
ment Framework that the assignment has been received by invoking the
saAmfResponse_4() function. Subsequently, when the CSIs have been quiesced,
the invoked process must notify the Availability Management Framework by
invoking
the saAmfCSIQuiescingComplete() function.
Also flow of administrative shutdown operation of SU in page 400 , tells the
same scenario.
