Attached is the patch (89.patch) for the case given in description.
In the current implementation, if SI dependency is configured then removal of
assignment will be per susi based but without following any order.
At present AMFD sends quiesced state in reverse order for all dependents when
SI dependency is configured within SU.
Similarly, for removal of assignments also reverse order needs to followed
when tolerance timer is 0 for all configured SI dependencies.
Attached patch is for SI lock when SI dependency is configured within SU.
Same functionality needs to be implemented for admin operation lock/shutdown
on other entities SU/SG/NODE and also in fault cases when
SI dependency is configured within and across the SGs. This require major
change in FSM of 2N FSM. So postponing this enhancement for future.

Consider, SI C depends on B depends on A, tol tmr zero
When locking A the expected sequence should be:
C quiesced/removed
B quiesced/removed
B quiesced/removed
