The fix of #3022 opened up some issues with error handling.
The proc_rda_cb_msg() should be changed such that
1. If proc_rda_cb_msg() or lgs_mds_change_role() fail the log service should
abort (will cause a node restart) 2. If immutil_saImmOiImplementerSet() fails
this should result in some sort of recovery action. This recovery could be done
in a separate thread. This is already the case if the IMM API handle gets
invalid. The OI can still be handled in the main thread as today.
3) The code for lgs_process_lga_down_list() and the code under /* Check
existing streams */ both should both get invoked, for any failure that does not
translates to an abort/exit.
