If the active SC and several payloads go down "simultaneously" then
the discard node message (IMMND_EVT_D2ND_DISCARD_NODE) that the active IMMD
is supposed to send for the payloads, may never be sent for some payloads.

The effect of this will be that resources such as implementer assignments
for the departed payloads, are not deallocated at the remaining nodes. 
This in turn can cause degraded service availability. 

This can happen if the active IMMD gets interrupted (taken down) before having
processed all the MDS down. The new active only re-sends the last two fevs 
messages produced by the old active. In the problem case, some of the
discard-node messages may never have been processed as fevs messages by
the old active. 

A solution is needed where the standby IMMD records MDS down messages (for 
sv-id IMMND) and discards them only when/if it receives a discard-node message
from active IMMD.

After an IMMD failover and after the new active IMMD has resent the last fevs
messages, it needs to generate discard-node messages for any MDS DOWN records
that are still registered as being unprocessed.

Long term, the IMMsv should use the CLMsv service for this task, but that is a
separate enhancement.
