If CCB validation failure in an OI generates a syslog message, it should hardly
generate a LOG_ER.
LOG_ER should only be used to communicate errors in the service itself,
typically followed by an abort.
A validation error is a user error, not an error in the OI as such and should
be LOG_NOtice or LOG_INfo
if it is to be logged.

Hi Hans,
There has been LOG_ER in case CCB validation fails. Does this ticket was raised
to eliminate all the LOG_ER and delete them and use strings in
saImmOiCcbSetErrorString(). There has been 100's of places this change will
affect. Are we all in sync.
For example: comp.cc, ccb_completed_modify_hdlr: 25 LOG_ER is placed.

IMM in 4.2 introduced a new API for an OI to respond with an error string. AMF
should use this API and perhaps remove syslogging for the same.
