AIS-CPROG states that:

"A timestamp is represented in an SaTimeT data item as the number of positive 
nanoseconds elapsed since 00:00:00 UTC, 1 Jan 1970."

Today log records are written in localized time. The accompanying .cfg file 
does not state timezone and/or daylight savings.

This for example makes it nearly impossible to correlate log files from network 
nodes in different time zones. Other special purpose log streams might also 
suffer from lack of UTC.
