changeset : 3533 with 2660 patch
config : 1App,1SG,2SUs with each 4 comps,4SIs with 1csi each.
scenario:

SU2 is mapped to PL-4 and has standby assignments
Now Comp1/SU1 is modelled to reject quiesced assignment.
perform SU1 shutdown and unlock
