    summary:     IMM: IMMD verifies file configuration for IMMNDs [#17]

added logic to IMMND to send its file parameters to IMMD as part of its
intro protocol. The IMMD recorded file parameters for the first introduced
SC and compared them with the parameters for other joining nodes. 
The point of this was to detect errors/discrepancies in the file configuration
between the nodes, which when they occur typically cause behavior that is
very strange and hard to troubleshoot. 

The problem is that during an upgrade from pre4.4 to 4.4, the first SC to
be upgraded will get an IMMD that is empty of such file paramter information.
When it becomes the active IMMD, as the other SC is rebooted and upgraed to 4.4,
he othe SC will send its file parameters to the empty active IMMD. 
This results in an apparent detection of an SC configured for PBE joining
a cluster that is apparently not configured for PBE.

The result is that the second SC is rejected from joining the cluster.
The only currently available upgrade method to 4.4 is then a cluster reboot,
which is not acceptable.
