Assuming this will be a schema change and not an API change thus most
applicable to "static" application streams that are created at system
deployment.

Today logMaxLogrecsize is LOG system parameter defined and writeable in the LOG
config object.
An application stream can be configured with a variable log record size. But
the upper limit cannot be configured, instead the system limit is used.
This enhancement suggests that logMaxLogrecsize should be possible to define
per stream, if not set the system limit is used. That is the per stream limit
should override the system limit.
