The alarm is raised on the active amfd, so it should be cleared by the active
amfd.
The code below can get the alarm cleared after removing the app, tested by
amfdemo app.

Today, removing an application will generate an "Service Instance Unassigned"
alarm as the application is shutdown.
AMF should automatically clear the alarm when the SI is about to be removed.
