SMF check the content of SU attribute saAmfSUMaintenanceCampaign before set (by
SMF) in an executing upgrade campaign. If the "first" value is a substring of
the "second" the values are judged equal. The scenario this could happen is
very theoretic, SMF is the only function writing and clearing this attribute.
But it is a bug.
