This is related to #613 which in turn is related to #21 2PBE.

As Neelakanta has pointed out, the need to explicitly set the admin-owner
arg hold not only for the 2PBE specific operation/flag in OpenSAF 4.4, but
for any admin-operation invoked on the OpenSAF IMM service object.
A problem here is that this breaks backwards compatibility with earlier
OpenSAF releases. Many older scripts, in upgrade package framewroks etc
would need to be updated.
The problem could be fixed by encoding knowledge about this particular case
into the immadm tool. Thus any admin-operation where the target objects is:
'opensafImm=opensafImm,safApp=safImmService' should trigger immadm to
explicitly set admin-owner to 'safImmService'.
