** [tickets:#233] admin lock on SUs are getting timeout.**

The issue is seen on OEL6.4 TCP with IPV6(link-local). OpenSAF is up and 
running with cs4241(4.3 GA Tag) and patches #2794 and #3117.


Steps followed:-
--------
1 Configured 2N model runtime with following configuration.
* Two SUs.SU1 on PL-3 and SU2 on SC-1.Each SU contains 3 components with 
different comptypes. COMP2 & COMP3 with one compType and COMP1 with another 
compType. Each SU was in lock-instantiation state.
* Two SIs. Each SI having 3CSIs. 
* CSI-CSI dependency configured as CSI2 dependent on CSI3, CSI1 dependent on 
CSI2.

2. Performed successful admin unlock-in of SU1 and SU2.
3. Performed successful admin unlock of SU1 and SU2.
Here observed that component camp up and got the assignments.

4. Performed successful runtime delete of sponser CSI. 
immcfg -d safCsi=Norm3,safSi=csiDep_2n,safApp=2nApp

5. Tried to performed lock of SU1 which returned with "error - command timed 
out (alarm)".

# amf-adm lock safSu=csiDep_2n_1,safSg=SG_csiDep_2n,safApp=2nApp
error - command timed out (alarm)

SU1 states were as shown below
safSu=csiDep_2n_1,safSg=SG_csiDep_2n,safApp=2nApp
        saAmfSUAdminState=LOCKED(2)
        saAmfSUOperState=ENABLED(1)
        saAmfSUPresenceState=INSTANTIATED(3)
        saAmfSUReadinessState=OUT-OF-SERVICE(1)



6. Tried to performed lock of SU2 which also returned with "error - command 
timed out (alarm)".
 # amf-adm lock safSu=csiDep_2n_2,safSg=SG_csiDep_2n,safApp=2nApp
error - command timed out (alarm)

SU2 states were as shown below. No change in the SUAdminState.
safSu=csiDep_2n_2,safSg=SG_csiDep_2n,safApp=2nApp
        saAmfSUAdminState=UNLOCKED(1)
        saAmfSUOperState=ENABLED(1)
        saAmfSUPresenceState=INSTANTIATED(3)
        saAmfSUReadinessState=IN-SERVICE(2)

On SC-1 /var/log/messages was keep printing the below messages:-

May 15 15:57:48 OEL-64BIT-SLOT1 osafamfd[20529]: WA Admin operation is already 
going on (su'safSu=csiDep_2n_1,safSg=SG_csiDep_2n,safApp=2nApp')
May 15 15:57:49 OEL-64BIT-SLOT1 osafamfd[20529]: WA Admin operation is already
