We get following error for saAmfSUAdminState = 4:

OI reports: saAmfSUAdminState must be LOCKED_INSTANTIATION(3) for dynamically
created SUs

AMF is allowing creation of SU with saAmfSUAdminState set to
Shutting_down.Shutting_down is a transient state, so while creating SU, AMF
should not allow saAmfSUAdminState set to Shutting_down.
