As per the OpenSAF AMF PR guide, the attribute
saAmfCompNumMaxInstantiateWithoutDelay is supported.
When the component's clc-cli INSTANTIATE script fails with non-zero exit
status, its presence state is straight away set to instantiation-failed without
considering the attribute saAmfCompNumMaxInstantiateWithoutDelay.
As per the AMF specification, section 4.6 "INSTANTIATE Command",
AMF declares the presence-state of the component to be instantiation-failed,
only if the component does not instantiate even after all the configured retry
attempts within the configured timeout

The attribute is considered when the component goes to instantiation-failed
state for the first time. But if it get repaired (through SU Admin repaired),
this issue is observed.
