Lock and shutdown operation on SI returns immediately before the completion of
assignment. There is already a ticket for this #505.

Test:
1. shutdown the SI1 ( sponsor)
2. time out in CSI RemoveCbk
SI admin state is moved to LOCKED even before the assignments are cleared.
