Applications can leave the upgrade in state completed for a long time (days)
for test traffic observation. If PBE was configured to be disabled at campaign
start it is also disabled in state completed. If a cluster restart occur in
completed state, old IMM data will be read but new sw is still installed on the
nodes. This will need the cluster to be restored from backup to work properly.
To avoid the need of restore in case of cluster reboot, SMF turn on PBE already
in completed state (and rollbackCompleted at rollback) instead of committed
state as today.
